Heritage thought it had a plan
Thought it was mighty fine
Kill CIR with bogus data
And watch the latinos whine
Back in 2006
things weren’t the same
Kane was the director
And their immigration views were quite sane
“Whether low-skilled or high-skilled,
immigrants boost national output,
enhance specialization,
and provide a net economic benefit”
While most donors were happy
A few major ones disagreed
We need an America white and pure
That was their motto, that was their creed
So in 2007
They gave Kane’s direction the axe
And replaced his solid immigration analysis
With Malthusian hacks
A paper was published
In its aim it was a success
For it undercut CIR
Yet on scoring principles it did transgress
Heritage had long argued
Against flawed static scoring
Such ignored economic incentives
And had incorrect result that were deploring
Principles be damned – static scoring was embraced
The big donors were pleased
They had brought immigration reform
To its knees
Years past
and the reformers did reassess
What went wrong in 2007
And how to prevent the same mess
Heritage though
Because it had won
Prepared for the next immigration fight
As it had previously done
It hired a Harvard Grad
A guy named Richwine
Who believed immigrants were stupid
Unless they were from the river Rhine
He helped publish a new study
Which made the same mistakes as before
To reach $6.3 Trillion in costs
Heritage used a static, not a dynamic score
As I said though, the reformers were ready
They were prepared
CATO, AEI, ATR, & AAF ripped the study apart
And suddenly Heritage was running scared
Then the Washington Post broke the damn
And told us about the past of Richwine
Heritage couldn’t defend the eugenicist
Within days he would resign
What comes next my friends,
That I do not know
What I can tell you though
Is pandering to racists has got to go
For conservatism to be reborn
To free market and liberty principles we must return
Stop the immigrant bashing
And restore the shining city on a hill for which we yearn
Someone Get Heritage a Bigger Shovel Because This Hole is Getting Deeper By the Day
In a section titled “The Immigrant I.Q. Deficit,” Mr. Richwine writes, “Immigrants living in the U.S. today do not have the same level of cognitive ability as natives.”
He concludes that section with the belief that Hispanics are not likely to catch up to their non-Hispanic counterparts.
Heritage Cosigner in his Harvard Dissertation:
“No one knows whether Hispanics will ever reach I.Q. parity with whites, but the prediction that new Hispanic immigrants will have low-I.Q. children and grandchildren is difficult to argue against,” he writes. “From the perspective of Americans alive today, the low average I.Q. of Hispanics is effectively permanent.”
He argues that I.Q. should be used as a “selection factor” in admitting immigrants into the country, and he says that he is unsure whether “the deficit” is a factor of genes, environment, or both.
“Today’s immigrants are not as intelligent on average as white natives,” he writes in his concluding section. “The I.Q. difference between the two groups is large enough to have substantial negative effects on the economy and on American society.”
